A plan put forward by Warner Music Group suggesting Universities collect a small fee, in the form of an additional fee included in the student’s tuition.  Starting amount is $5-$10.  This would allow students to continue to download without fear of legal reprisal.

The recording industry says it will discontinue its practice of suing individuals.  Merry Christmas everybody the grinches decided this practice was not their finest hour.  However, pending lawsuits will be concluded - oh well.   The recording industry has decided to work with ISPs with ISPs taking the gentile but firm approach (sounds like the security group at a rock concert).  ISPs appear to be looking for how to make money in all of this through content distribution.   It will be interesting to see how this all this works out.

Commission on Cyber Security for the 44th Presidency has been issued.  The report has three major findings:

1) Cybersecurity is now a major national security problem (just now??? wow)

2) [Cybersecurity] decisions and actions must protect privacy and civil liberties

3) Only a comprehensive national security strategy that embraces domestic and international aspects of cybersecurity will make us more secure.

Their solution involved nine recommendations and to create a new cyberspace office within the executive branch.  I have long though that PC security should be nationalized.

The Deparment of Homeland Security views the following as the current biggest threats in IT.

  • Botnets - availability threat
  • Control Systems (ie SCADA) - availability threat
  • Phishing - Confidentiality threat
  • DNS Attacks - Integrity Threat

Actors that can carry out the threats

  • Malicious Insider
  • Cyber Criminals (State sponsored and organized crime)
  • Nation State
  • Terrorist groups

  • 95% Static Trojan BOTS
  • 90% obfuscated with runtime packer or encryption
  • 650,000 new malware released a month
  • Costs currently
    • 125 USD for Botnet rental
    • 250 USD for SPAM for 1 million messages
    • 500-2000 USD for a bank account with a 10000 USD balance
    • 700-1000 USD for phishing kits
  • Use of virtual money such as 2nd life linden and WoW used in black market money laundering  schemes to reduce traceability.

Started with a civil case from Microsoft and AG of Texas, for the use of botnet@hotmail.com. FBI tracked with Microsoft and AG of Texas to bring down the Taco Bell botmaster. He used imbedded

Trojans in bot malware to highjack other bot masters bot nets. At his peak he controlled 900,000 computers across the world. FBI prosecuted with CF-Title 18 USC 1030 and CAN-SPAM Act Title 18 USC 1037. Damage figure used by FBI is 200 USD per infected computer. He loved to use eating Taco Bell and in forums referenced Taco Bell constantly.

11 suspects, 40 million credit card accounts,  TJ Max believes they have lost 202 million dollars.  Why?  Because management saw no need to secure their wireless and probably no end to end encryption.  And of course individuals will have to cover the cost of ID Theft protection.   Pure negligence.  Be sure to watch the related video clips.  China and Estonia locations implicated.
